www.hosteloffice.com can enable you to provide regional and local tourist offices to have their own Agent account to book in guests directly to your hostel. Many many other features also.

You download a free trial from http://www.dormproject.ch/download_e.php
You can play with it but the trial does not enable changing the structure to suit your needs.
