Hello from John from Ireland

Hello all.
I am currently travelling in New Zealand and hope to return to Ireland in December of this year and begin the process of opening up a hostel in my hometown in Ireland.
I currently have a premises that was previously a bed and breakfast with 6 en suite rooms which should have a capacity for 22-24 guests.
I am wondering if there are any other hostel owners from Ireland here that could give me information on any of the following:

Building Regulations
Planning Permission
Fire Regulations
Health and Safety
Becoming approved with Failte Ireland

Running costs
Typical hostel rates in Ireland
Internet packages from Irish ISP's

Any more info from other hostel owners would be greatly appreciated.
