The city said Virginia code will only allow a max occupancy of 28 guests in this building of 5,217 square feet. I planned for 63.
This is one of the reasons why I think the definition of hostel should only mean "shared accommodation" (even if the property also offers private rooms). If there is no specific word to define shared lodging, local governments can end up lumping hostels in with hotels and the regulations might not be hostel-friendly.
How many private rooms would you need to make up for the lost dorms? Is there any way to get the rules changed or to make new rules for hostels?

Side note:
I personally wouldn't define "boutique hostel" by the number of private rooms -- I think it's more about whether it has a "designer" interior.
