It all depends on location and whether you wish to lease or own the building.
For me Id look at the having money to follow the costings for the following (if leasing)
If leasing Id ensure I had enough capital to cover
12-18 months lease and utilities (only cos set-up, labour and permits etc take so long to gain in the Philippines)
cost of furniture and fitout
labour (if more than yourself)
laundry etc etc etc
legal costs (permits, BIR, etc )
