bar license

Hey there people! Can anyone tell me how much it might cost to buy a license to sell alcohol within a hostel and how long it may take. The country is Bulgaria but if anyone can tell me for any east european countries this may give me a rough idea if nobody knows for Bulgaria. Thanks!
