Just putting this out there

I just wanted to ask a question that I thought might interest people and start some good conversation.

If you could open a hostel anywhere, were would it be? But with these qualifications...

1) City is in NEED of a good hostel
2) Country has little red tape / corruption
3) Would be profitable
4) Land / rent is affordable

I am trying to get some ideas if Spain does not end up working for me.
PS if you know of a beach town ideally in Europe, but not a must on either.
