Aye, some conspiracy theorists say the government has a long time relationship with this particular friend and they can use him any time as a bogey man who shows up every single time when there is an election so the Reps can win it.

I´m not a conspiracy theorist but he showed up just in time in 2004.
Indeed... but those CT's say OBL is still CIA and 9/11 was just a reason for GWB to attack Iraq. It seems to be a part of that big picture, too.

The big picture is only that OBL has an overextended ego and enjoys it a lot to see himself on American TV. He obviously sees himself as the jihadist equivalent of El Che. Even apart from all that, it makes sense for him to appear on American TV. No need at all to explain this with CIA written all over him.
