Expenses before opening?

Can anyone give me any idea how much money is needed to open a not very big hostel(app.20 beds). Beside the rent/credit what about all the legal staff, licens, other kind of payments? I'm planing to open a place in Spain but any advice from any place would be rrreally useful. Thanks.
