HI Pacific Mountain Region (western canada) definately serves alcohol... a LOT of it.
Is it a general policy of HI that HI hostels can't serve alcohol, or is that policy decided by each country's HI network?

British YHA's used to have a rule of no alcohol, but that started changing a long time ago. Now, a few hostels have a bar, and many hostels have alcohol available for sale. These don't allow you to bring in your own alcohol, because of licensing regulations, but in others you can bring in modest amounts of alcohol to have with meals.

Now that you mention it, I remember reading about that.
Alcohol, co-ed dorms, multiple locations in the same city... is there anything about HI hostels that separate them from independent backpackers?

Not in essentials, they just tend to occupy a different part of the spectrum.
They focus on families more than, or at any rate as much as, backpackers. They certainly don't span the 'party hostel' range. They have very helpful staff, but the staff never 'mix' with the guests. In some countries they are entirely separate-sex dorms, as indeed are some independents but not most. They are all very clean and pleasant, but have that impersonal feel. The kitchens are excellent in Scotland, usually good in England, but non-existent or useless in Holland, Germany and Scandinavia. They tend to have more people from their own country than Backpackers hostels.

Interesting... I've never seen an HI hostel that could be called "party hostel" but I've seen them with pub crawls and alcohol. I'll post some photos and writeup soon.
I think I've been surprised because HI in the USA is more conservative.

id call the HI Banff Alpine Centre (theres a mouthful for ya) a party hostel, especially in winter. but, as we were one of 2 (technically 3... but really 2) hostels in banff and the only one with a bar, we managed to get a pretty vibrant crowd in... apres' ski all the way.
