Hostel building change of use - Morocco

Hi there, I am looking into opening a hostel in Tangier, Morocco. I own a residential property in a smart (sleepy) area of the city, a short walk from the main centre.

I think I need to change the use of the building (although I am struggling to find anyone who will tell me what I need to change it to or how to go about it). So far, everyone I have spoken to says that the planners are very corrupt and will need lots of bribes to consider talking to me - and that if there were any concerns from the neighbours, the planners would go back on their word.

Does anyone have any experience or ideas about how to do this?
