Important topic, but regulations are country specific as far as I know. I have infos about French regulations if you want, but I assume you are in Switzerland... Check zoning, disabled access, safety/security (e.g. fire hazard: alarm, enclosed staircases, mattresses, linen...), special regulation for upper bunk beds, cctv, legionelles.
No common EU-regulation !

I can only speak on Australian Regulations:
To open a hostel is subject to local council/government approvals and planning laws. Also health department may also do a check
Products such as bunk beds, electrical etc need to be approved to Australian Standards.
It may or may not be similar where you are.
