(I was asking because I am headed to Sevilla for the winter and was wondering if you are opening in that city.)
One idea is to contact other hostels in Andalucia, and work out agreements to refer guests to each other. If they aren't a direct competitor in the same city they may be able to point you in the right direction for finding information about the regulations.

no regulations in spain for independent hostels
they have to be from the governamnet, andalusia and valencia are the most strickt governament, you can opening it as a hotel or hostal, then comerzialize however you would like

I think that Spain, along with Italy and Greece, has to be one of the most difficult countries in which to try and get a hostel licence.

Hi Jon_b,
I know its been a while but how did you go in finding out about hostel regs in Spain. Did you find any useful websites or government agencies??? I'm beginning to research for North or East Spain and hit a bit of a wall in finding this out. I'm going on a fact finding tour next year but for the time being I'm trying to find out from abroad.
All the best
Decepe
