I think going in and disrupting the geekery with lively conversation is a better way to keep things moving than to charge or limit the internet connection. :p
That being said, I was recently staying in a small hostel in Budapest and had a great time getting to know my fellow travelers. We even did our respective internet usage at the same time, so we could all hang out together later. If you had walked in right then, you would have thought it was a very boring hostel. People will facebook while traveling, it's just part of our lives now. But, if the hostel is arranged well and has the opportunity for fun, I think people will put their computers away when they are done instead of relying on them to kill time.
Other than that, turning internet off for a few hours might be a viable solution. Except if that is the only time someone has to use the internet to make future travel plans, it will bite you in the butt business-wise! You would have to make it clear that they can still use it if they actually need it.
