Thats a pretty broad question... so to answer simply
1. Kick it old school - get out, meet the backpackers and hand out flyers
2. Make sure your existing guests have a great stay and spread awesome word of mouth
3. WEB WEB WEB - get out there and blog, participate in forums, tweet etc etc

Thank you for the answer shannon and I am also doing all three things but i do feel that what i'm doing isn't enough:
1. I have been handing out flyers.. its almost a year since i started handing them out.. and the results are good.
2. Yes, the guests here have been having a good stay with us and some of them are spreading our hostel by word of mouth..
3. Here is the real challenge.. I have been surfing the net for opportunities to promote like getting listed, joining travel forums, but the net is very vast.
Do you have sites that you can recommend that i can utilize?

I would play in forums like lonely planet, travelr and what ever is around your destination (where are you?)
I would do some press release writing to get some links, maybe write some articles, have a blog and use twitter. Follow Chris Brogans stuff on how to do this well
I would also integrate a fan page into your own site to make in more interactive. Though note if you don't integrate into your site I don't think fan pages acheive much on their own
