I wish to start my own hostel business in Amsterdam and i need your advises

i want to start my own hostel business in Amsterdam but i have some queries

1- is it possible to start this business with renting a builing in amsterdam if i'm not an european?

2- what is the cost and time required for licenses including lowyer fees?

3- if licenses will take long time, can i start working or at least preparing for work until i finish all the licenses required or should i wait?
