I don´t know about the UK, but in Spain regulations depend on the autonomic government in each region. You should look for regulations about "albergues turisticos" and also for hostales and pensiones, normally dorms are only admitted for albergues turisticos, but I don´t know if it works that way in all regions.
I am trying to open a hostel in Spain also...we can keep in touch if you want and maybe help each other or share info we find?

I am not trying to be rude. I would say your best guess is not to ask us. Contact a lawyer in the countries you would like to establish your hostel.
I contacted a lawyer by e-mail and maybe I will have a solid consultation as early as October. The only reason I cant have one sooner is because I wont be at the location until October.
This is the best advice I can give you. Talk to the Professionals.
