It's sometimes difficult to get answers to questions like that in the forum, because a hostel might be worried about sharing tips with a possible local competitor. I recommend going to the local government in the town where you want to open a hostel and asking them the questions...

You could also try searching on various Philippine expat forums. There is a good one for Cebu which is pretty popular even if you are not planning on living there.
