I believe people are misunderstanding this bill.
This is to stop illegal hostels. Hostels in residential zoning/buildings.
If the zoning allows it as of right, opening and/or operating a hostel/transient hotel should be totally legal. I am in the process of acquiring a location and doing this now. I will double check with an architect but that has been my take on this ever since this bill was proposed and now has been passed.
This was being pushed because tenants in apartment buildings were getting tired of random people in their building. Noisy tourists, who would have guests, or leave the front door open, making it less safe for other buildings tenants who either rent or own in the building. With the housing market downturn, condo/apartment developers turned to illegally renting out the apartments as hotels. This is what the city was trying to crack down on...not only does it violate zoning but NY doesnt get to collect their high hotel tax - which is prob their biggest issue.
