Have you tried approaching the Council? They would be your best source.
Let me know how you get on, because I've been wanting to know what the deal is with HMOs, in whether they can be converted to hostels.

Hi all,
Great informative site & well laid out!
Have stayed in many hostels all over the world & now an opportunity has arisen to open my very own in my hometown of Portstewart. So please excuse the many questions in advance!
But I cant find the UK Hostel building regs anywhere! And neither can my architect. Im trying to convert an old Police Station but I need minimum guidlines (not the tourist board's - I meet them :-) ) but the ones that meet planning permission. Anybody out there got them??

Only been in touch with the council regarding tourism grants/investments but must try the building regs side of this next time im speaking to them.
