Opening hostel in Malaysia?

Hi,

My Partner and I are both british nationals and are interested in opening a hostel in Malaysia, east or west. We would like to know if anyone has any information regarding opening up a business in Malaysia for foreigners. Is it possible to buy property/land and how difficult is it to obtain planning permission, business permits?
We are not eligible for the Malaysia 2nd home project.
We are also yet to visit the Malaysian embassy as are currently out there, this is just an early enquiry!
