Please give me advise how to find property / obtain hostel license.

Unfortunately Opening a Hostel in NYC is impossible at the moment, the so called "Illegal Hotel Law" de facto bans any "for profit" hostel by deeming as unlawful the occupation of a room (or house of apartment) by 3 or more unrelated people...Sorry!
