The best place to find out information on zoning and laws is with the city government -- planning office, city hall, etc.
Hello Everyone!
We're looking at opening a small hostel (about 15 beds) in Edinburgh, Scotland and we have looked at a couple of properties which look really good. Does anyone know if it is possible to have a hostel in a flat? I have stayed in lots of flat/hostels in europe but is it possible in the UK? also where would I find out about all the other regulations e.g. fire, health and safety etc. For someone looking at opening a hostel I should probably know this but im having a bit of a problem finding them.

I'd think you'd be at the least a house of multiple occupancy. You'd need to be licensed by the city council, and abide by fire regulations. Which can be expensive.

Have you also tried your local tourist board? They gave me links to a number of regulations regarding number of cookers, beds, showers per bed. All the best.
