What countries are you legally required to hire locals in central america?

Title says it all. Was looking at Mexico, but it seems I HAVE to hire locals. Not opposed to hiring locals for some things, but not all aspects involving guests: Bar, front desk. I'd like to do those things. Does anybody know which countries allow a foreign business owner to work the business as well?
