Trivago is a German website to search for hotel rooms, compare rates and book them. The site does for hotel rooms what TFT Hostels does for hostel beds.
They publish a "hotel price index" monthly. It calculates the average price for standard doubles booked through their site for the top 25 European destinations. Unfortunately only in German.
Interesting results, here are the average rates of hotel rooms in July 2009 compared with July 2008:
