governmental rules and regulations for hostels

Hey, guys!

I am interested if there are certain rules and regulations in different countries for hostels setup. If there are any requirements that you have to comply with? Like : certain meters per person or quantity of bathrooms and staff like that.

I'd like to know particular about Spain. If anybody has some info or link please, let me know!
