My first impression is that it might attract shady people because they could pre-stalk their dorm roommates before staying with them.

Not sure... it's different than a hostel because showing up a a hostel is casual. Booking a hotel room with a specific stranger is making an appointment. Could be awkward.
Easier to avoid weird situations in a hostel because there is no "appointment" with the other guests and you can typically move to a different dorm room if things aren't working out.
