I think that you saved me a job, I was just about to put this in, having seen it in the ACTUAL Guardian (you know, the paper version!) .
Most YHAs have been pretty flexible with using rooms as double or family rooms, but they have remained strict about separate-gender dorms. They also have tremendously complicated rules about under 18 year olds, which presumably is due to government regulations in which 17 year olds are still children and have to be protected from.....whatever.
On the other hand, independent hostels are now gradually moving back TOWARDS single-gender rooms. And there are some self-called hostels which do not even allow "sharing with strangers".
