Opening hostel in Valencia Spain

Hi,

I'm trying to open an hostel in the citycenter of Valencia "spain". I'm looking for an office/flat to renovate and put around 20 beds in it to start.
Does anyone has experience with the law in Spain and especially of Valencia.

Where do i have to go for al the paperwork and stuff?
Can i rent already a property and trying to renovate something before i get my license to open it?
