Just how many bunk beds should i squeeze into the room?

We have 5 small rooms, about average 10 sq meters 2.8m wide 3.8 long. High ceilings at 2.85 I was thinking of two bunk beds in each room, Or two Triple bunk beds. Is that just too many people in one small room? We are remodeling, and i was thinking a tearing down some walls. Just a side note, the rooms are small but have large outdoor windows. Maybe knocking one wall in the middle a combining two rooms. very on line on this. You can see some of our hostel remodeling at tikiinn.com

P.S. we are in Lithuania and in the market for Bunk Beds..hint hint:rolleyes:

The question is the same,
but I would like to know if there is a European Law that rules this issue :)
Im talking about window area, floor area --> numbers of beds allowed
