Vancouver has 2 hostels that I know of, so no, I don't think it's quite at the saturation point.

I think there are at least 10 hostels in Vancouver, though it still might not be saturated yet. (Some cities are reaching 70 to 130 hostels.)

Jerusalem - about 20 official hostels but at least 40-50 additional places that offer guest accommodation, not including hotels.

According to Hostelworld there are 381 bookable properties in Rome. If you eliminate budget hotels, B&Bs, rental apartements and others there are not many official hostels remaining.
If, instead, you look for hostels on the Hostelling International website, there is only 1 hostel listed for Rome. So I can definitely say that the city is not at saturation point!!

Your limiting your research.
Looking at hostelworld's rome page here I see 38 choices for dormitory (hostel) choices. Not including the 7 campsite/hostels.
I do have to say getting over 30 euro for a dorm bed is a bit heavy. I'd prob try Tiber-Hostel-and-Camping
6 choices of the 38 are above 30 euro.
10 of the 38 choices have a rating above 79%.
Maybe you were looking at Castelli Romani.
Looking at Rome on HW I'd say close to saturation point. Deeper investigation may find that it has.

hello, here is the info:
1)Budva,Montenegro
2)official number of hostels is just 6, but there is more than 1000 accommodation units that can work as a hostel in the summer period.
3)again in the summer,everything is full, but most of the objects doesnt work the whole year
