As i travelled a lot last couple of years, ive noticed that rules and regulations vary from country to country, somewhere even from city to city within the same country. I even heard (from Josh) that they are planning to close down hostels in New York City due to new laws that are forbiding more than 3 person in rooms. I will write down some regulations and rules from Serbia and i would appreciate if you can compare it to rules and regulations in your countries, im especially interested in cities like Budapest and Thessaloniki.
-residential buildings (in Serbia you can have hostels in residential buildings, with no separate entrance, and no official approve from other tenants, though it can be very difficult if you do not have good relationship with them)
-there are no regulations how many beds you can put in a room depending of square space
-fully equipped bathroom on every 10 beds, with additional needed for 11th (up to 20th) bed
-there is no regulation regarding how many electric socets you need per bed
-chair for every bed, also 5 hangers per bed, one glass, night table per bed, bedside lamp per bed
-there can be one smoking room in the hostel with proper ventilation
-kitchen is not mandatory, but there are special standards if you have kitchen
-chargin extra for garbage, and outside sign
-tourist tax is 1,3eur (dere is no grading between hostels and hotels, and i saw for example in Rome that there is grading for hostels, hotels up to 3 stars and 5 star hotels.
-mandatory medical kit and fire extinguisher but no sprinkles from ceiling
-Vat is not obligatory in the beginning (only if your income comes over 40.000eur year annually)
-we can have electronic system connecting hostel with foreigners police department, so there is no manuallybringing the papers to police station
