seems like all this issues are related to the fire hazard and safety of the people.
What about water sprinklers ??
All this information You should be able to find in the local building codes and zoning for commercial buildings.
Good afternoon:
I get in touch with you because I'm doing an internship at La Petite Auberge de Saint-Sernin (Toulouse, France) and they have asked me to run some research about the safety standards required in your country for hostels or pensions.
We are a hostel in Toulouse and to get the license as 3auberge3, the city council is asking us lots of things like to remove the carpeting throughout the building, that we build an exterior ladder and many other very expensive costs. Given that if we have to spend all this money, we will have to close the hostel, we are trying to see if we can argue that in other countries the rules are not as severe and what consequences there are in other countries for companies that don't follow them.
Could you give me some information about legislation in your country and to what extent hostels follow it?
Thank you very much in advance.

Hi!
Hostels in France have to comply to the same safety rules as hotels. I think it is not feasable to change this legislation in France alone. And don't forget the disabled access regulation for 2015 (perhaps here you can negociate, the hotel business corporation has discussed it with the government).
What kind of ERP (établissement recevant du public) are you? I am 5th category type O, recently opened.
Cordialement
Patrick
