Do you know how to find out special requirements for building for hostel in different EU countries? I mean both government requirements such as how far away it should be from residental homes or qty m2 for 1 person maybe and hostel requirements about water and canalisation and other constructional things

A lot of countries don't have any regulations regarding hostels because the business model is not understood, so they are not officially seen as something different from other accommodation types. In default of specific requirements, a hostel business would probably follow the same regulations that pertain to hotels, motels, pensions, guesthouses, etc.

It is not only depends on the country, it can also depend on the city or municipality. So, I agree with John, first you need to a choose country and location.
