buy hostel business from a tenent?

I am not sure what the best route is.
Is it better to rent a property and start from scatch
or would people advise that I buy a hostel business from someone who is renting to cut out the hassle of red tape/beureacracy etc when setting up. I have 25k in total so I am looking to start on a small scale! Has anyone ever bought a pre exisiting hostel from a tennant??
