Start a Hostel

Before to open the hostel , I decided to ask the lawyer about the things.
but I did not get - the ''full answer''.

Some hostel owners are saying that its enough to be the member of the HI
and you are free from the tax.
But in the tax office , I hear that - any activity which brings the profit is the tax payable activity.

The lawyer says , If I pay the tax for my activity its enough to run the hostel in my apartment
( as an apartment - hostel. no more than 10 beds are allowed )

Then , after some time I found out that ,
-no !
its not enough just to pay tax.

I must get the permit from some institution , and my neighbors who live at the same porch has to sign that they have nothing against that I shall run the hostel next door , or one floor down...

I definitely know that even one neighbor will not agree to sign this kind of paper.
The people who live in the apartment building want to live in security and quietness , they will not want strangers in the house building.

But the lawyer , did not tell me about it before.
I have got a beds , I have got a furniture ... and suddenly I found out that the hostel is like a half-legal , or even not really allowed in that kind of building.
I am already kind of scared of big signs in front of the building.

But I also know that , there are the plenty of the offices in the house-buildings.
Especially in the city center , plenty of the small companies/firms run their business in these kind of buildings without any permit from the people who live in the flats next doors.
Don't know what to do.
Any advise ?

I think the best thing to do if you ask the Ukranian YHA about the possible options.

But in the tax office , I hear that - any activity which brings the profit is the tax payable activity.

Except if you have a non-profit organisation. ;)

The people who live in the apartment building want to live in security and quietness , they will not want strangers in the house building.

What you could do, visit all your neighbours and convince them about you run a safe and secure environment for wealthy foreign tourists (defo no locals or scum) and promise that you will make sure that nothing will bother them. Otherwise you can always look for another establishment where you can set up your hostel before the grand opening...

That's a good angle to argue from... backpackers do spend a lot of money.

On average international backpacker visitors spent almost $5,400 per person on their trip, more than double that of other international visitors ($2,300). International backpackers stayed longer than nonbackpackers (71 nights compared to 25 nights) and therefore had a higher spend per person. International backpackers spent proportionally more on items such as organised tours and domestic airfares than other international visitors, yet spent proportionally less on items like shopping and education.

International backpackers participated in almost twice the number of activities (15) than nonbackpackers (8). This is expected due to the much higher average length of stay compared to other international visitors. International backpacker visitors are more likely to engage in active outdoor/sports activities and arts/heritage activities than non-backpacker visitors.

Thanks.
I might go from flat to flat , and may try to convince the neighbors that they should be proud to share the porch with the highly educated Westerners.
But doing that - '' I shall open all the cards ! ''
I mean , they would probably couldn't discover it by themselves for a long time.

Let's say , I have got a 14 doors in the porch where the apart-hostel is operating.
Some times the hostel can operate two or three years and the neighbors wouldn't find out about a hostel.
They would just know that its a guests of the flat.
And its funny , because they are foreigners.
I think
Its probably more wiser to run the hostel until the people who live in the same porch will start to make a problems.
Only then , I can tell them that I pay tax , or I am HI member , its legal.
And probably , only then I can reduce the number of beds ( from 10 - to 6 units )

Otherwise 14 doors must sign the permit. :confused::confused::confused:
Is there no any other way to survive ?
