From my experience you can get away with combined reception/ cleaning in the quiet times - i.e. if you have an off season time in winter or whatever. But then again you don't need it so much as there will not be so much to do as it won't be so messy. In the busies times it is difficult to get someone to do both jobs as there will be people wanting reception, and if your staff are off cleaning then they are not available.
The other problem is that most cleaning is best done when the guests who are leaving for the day have checked out. Otherwise you can just end up cleaning the same thing twice.
Personally I think that cleaning early in the morning is not welcomed by a lot of guests who are trying to sleep or just waking up. Depending on if you are aiming on being a party type hostel the best way I think in a small hostel is to give the public areas a light clean at night, and then wait till after your check out time to do the more thorough cleaning. It introduces problems if you are aiming to clean bathrooms for example when most people want to use them.
