Code requirements

Some of you know that my wife and I are opening a hostel in Minnesota. We met with our city officials and of course, as most of you know, we are classified as a hotel for zoning purposes. However, in determining the number of bathrooms needed per number of bed rooms, they are asking for "other examples or code requirements" for a hostel to meet. We all agreed that one bath per room was way too much and not what a hostel is, but we don't qualify as a "boarding house" and can't use the "one per ten rooms" requirement.

Can anyone send me their town's specifications (or links to definitions) for the bathroom ratio relative to either beds or dorm rooms? They will use samples from other cities who already have hostels. Thanks in advance!
