I am from Bosnia, currently live in Belgrade and have seriously started about opening a hostel here. As for Sarajevo, I haven't seen any hostels there, I know there is a couple in Mostar. I don't know if you have been to Banja Luka, a very interesting place to open a hostel I believe. Belgrade is the place, Buchurest I'm not so sure about, they don't have a classic "downtown" area, the city is big and spread, with lots of capital moving in, companies, military, construction, etc. Bucharest is blooming with casinos, prostitution, etc. and I am not sure it is that attractive for backpackers.
I've also read that when it comes to hostel business, the more the marrier, which also puts Sarajevo in a strange position. Sarajevo is a strange place, half city, half provincial town, and it's been like that forever. It has physical limitations to become a true touristic destination, mountains arround it, very narrow geography, etc. Belgrade though is the place to go, I don't know if you've been there ever...
