Even if my guests check in as early as 1pm, I would let them do it as long as rooms are available. You won't have a new customer at the time, and it means cost-free to be nice.
If rooms are all full, I will offer them a pillow and blanket and let them sleep on a couch. Help them lock the luggage and ask them to take a hot shower.
Those who check in early probably had a long flight or train. They just need a warm accommodation, not guidelines or rules.
