EU: Airlines must join emissions trading plan or face penalty

Nearly 4,000 commercial airlines, business jet operators and air forces from around the world will have to join the European Union greenhouse gas emissions trading plan by 2012 or be penalized when flying to the continent, the EU said Saturday.
