All grants or other funding from the EU will require a lot of administration, reporting, and government verification to ensure that you’re using the money the way you said you would. It’s a heap of bureaucracy, but that seems like a small price to pay for getting the money you need to realize your dream.
Since the building is abandoned you might also be eligible for local government funding to restore it. You would contribute to the improvement of the neighborhood, and some places support that. I don’t know if Italy has any such initiatives, but it's worth talking to someone at City Hall. They should be able to point you to the right person, maybe someone involved in urban planning, or if it's in a historic area, the head of architecture.
