We are using Ubuntu everywhere, office, reception, guest computer and I am very happy with it. No viruses, nobody can damage your system, its a save system which I would recommend to everybody. It might take some time to set it up the right way, but its the same with Windows, just think about installing a firewall, anti-virus software etc.
If your computer is very old go for Xubuntu, it works very well on my moms very very old laptop.
I think users should be able to use all soft- and hardware, so kiosk-mode or browser only systems are not my choice. One will need skype, the other one wants to burn a CD, someone maybe wants to copy something on his memory stick, I think computers today are much more then just browsing machines.
For restricting the times we use two systems. One is for wireless, the other one for the guests computer.
For wireless you will need a special router. I am very happy with Hotsplots, its a German company from Berlin, but all info is available in English on their website www.hotsplots.de You will need to buy a router for about 60 Euro or need to reinstall the firmware on your existing one. You can sell tickets to your guests for a certain time. Hotsplots wants 40% of your income, which is pretty fair compared to other providers. I actually pay only 10 Cent per ticket because I use the "free" tickets.
There are many other systems like the Fon community (www.fon.com) or Daphix (www.daphix.de)
For our guest computer I use an internet cafe software for GNOME, called Outkafe.(http://outkastsolutions.co.za/outkast/index.php?option=com_openwiki&id=outkafe) Its not the perfect system but under (very slow) development, but free and it basically does what it should. Its also not so easy to set it up (you will need a postgres Database first) but once its running its without trouble.
There are more programs for the KDE desktop, so its maybe easier to try Kubuntu also. Just search for kiosk or internet cafe software or cybercafe software.
