That's gonna depend very much on which country/state you're looking to open your hostel in, and maybe at an even more local level than that. Best to contact the local planning authorties and ask for guidance.

Hi everyone,
I was under the impression that a hostel would be classified as a commercial enterprise, since it would be owned and operated as a for-profit business. However, it seems that I may have been mistaken and that instead it will may be classified as a 'transient residence'.
Since the classification falls under the residential heading, does that mean that the property can in fact be a housed in a residential building (instead that of a commercial building)?

Every area is different and every council has their own views on what can be used and where it can be located. Go to your local council, city planning office and they should have a guideline that you'll be able to read through.
