How To Become Part of Hostelling International

Hi All

Just wondering if someone can shed some light for me on HI and YHA. Is it like a franchise business model or a membership group, is it possible for an independent hostel to be part of their group or affiliated with them?

Is it different for various countries. Am in Australia myself, but like to know whereever you hail from.
