How many permanent contract & part time staff do you need for a 50 bed hostel?

Of course you want to keep cost as minimum as possible. So, what should be the right combination on full time (permanent contracted staff) and part-time (not formally contrated staff) staff for a 50 bed hostel?

Any advise?
