Have you already explored Colombia and Panama to narrow down potential locations that might appeal to you? It would definitely be beneficial to make a fact finding trip down there to get accurate information and a clear idea of which areas would work with your vision for the business.
The costs of rent and other startup capital may fall into a very large range depending on the specific location and condition of the properties that you find. Zoning laws may also change from one building to the next, so without having specific details to analyze it would be very hard to speculate on the costs.
Calling the local Chamber of Commerce is probably your best starting point to begin gathering the data that you will need. A real estate agency (or at least their website) might also be able to help you find prospective buildings with the right setup for you and determine how much rent/mortgage and utilities are likely to cost.
