A security camera is a good idea, because the receptionist can keep an eye on what’s going on without leaving the desk. If the guest has to get a key from the receptionist in order to enter the luggage room, then your staff knows exactly when they need to pay attention to the camera and they don’t have to spend all day monitoring it.
Would it be possible to install lockers or locked cupboards? Perhaps you could build tiers with different sizes, so bigger bags would fit in the bottom ones, and smaller bags would go higher up. Your reception team could give each guest the key to a locker, and then the guests could come and go in the room without having access to anyone else’s bags. There are also coin operated lockers systems, so your team wouldn’t have to do anything at all. Some of these systems return the coin to the guest when they put the key back in, and some keep the coin for the hostel.
If you have the option of major renovation, I have always wondered about the feasibility of using thermal insulation and heaters in order to raise the temperature inside the luggage room. This way, if any bedbugs ever jumped out of someone’s bag you could seal it up and cook the whole room to kill them.
