Last Resort

Hey everyone!

For the last 4 months I have been trying to open a hostel in Brugge, Belgium however because no new hotels are allowed to open in the city we have had no luck. We have even talked to the mayor of the city and explained a hostel is not a hotel but it has all fallen on deaf ears.

We are however allowed to open a B&B but if a B&B has to be rented out by the room and cannot be rented out by the bed....

Im stuck... I have no idea what to do. I have read that some hostels say they are linen rental companies etc. Have these worked successfully? can the goverment shut you down?

Also I've read about hostels which say they are just someones house and they require a donation to stay there. Does this work?

Does anyone have an idea of what I could do?
