Legal permits/documents/checks for UK hostel

Hello everyone, we are looking at opening our first hostel in the UK specifically Edinburgh but being completely new to this game, we are not sure of the rules in terms of making your hostel legal and up to code. What are the documents, checks, procedures for opening a hostel in the UK?
Are they any different from the rest of Europe, or is it on a country by country basis?

Any light you guys could shed on this matter would be much appreciated!
