I’m not an expert on the German banking system, but I have opened several bank accounts in other European countries. In all cases the bank required me to have a local address, with a contract as evidence. For my business account, official documentation for the registration of the business had to be presented as well. Without these it is unlikely that a German bank would let you open an account.
One option would be to open a branch of your business in Germany. The bureaucracy is a challenge, and you need to be able to demonstrate financial stability, but it would provide the requirements for opening the account.
If you do receive money for your business in the German account, you will probably have to pay taxes there. Just having the account and income in Germany wouldn’t be enough for the banks to give you a loan. They will want to see your income, profit, dividends, and probably your tax statements as well in order to consider loaning you money.
Finding a German partner for your business in Bolivia might open some doors. I don’t know how willing banks are to give money for foreign investments, even if the borrower is German.
Have you called any banks in Germany to ask them what would be necessary in order to successfully apply for a loan?
